Government 2.0: cloud citizens

Political map of the world for a long time cutting the boundaries of nation-states, which can not exist in isolation from their territories. These areas are inhabited by people who are forced to succumb inevitability of a nation-state, to announce their own citizens. What will be the state 2.0, which will replace the nation-states?
