0. The global objective of the project - the creation of resource-reputation-monetary economy, where the money is - it is an internal unit - a measure of the value of the products (goods and services).
1. The purpose of the project - the creation of the core - the creation of an open and free database and toolkit (API, protocols, tools).
2. The project is non-commercial and will remain so forever.
3. All the developments made in the framework of the project distributed under a free license (public domain).
4. The project is completely independent of any company or persons (groups).
5. Everyone can participate in kernel development.
6. Everyone can enjoy the benefits without restrictions (public domain).
7. Management of the development process is based on the principles of meritocracy.
8. To coordinate the development ballot selected technical committee and the main representative (leader). The maximum term - 1 year. After which new elections are held.
9. Any change in the manifest are made only after a unanimous decision by all members of the Governing Council.

Technocracy

Technocracy is a form of government in which engineers, scientists, health professionals and other technical experts are in control of decision making in their respective fields. The term technocracy derives from the Greek words tekhne meaning skill and kratos meaning power, as in government, or rule. Thus the term technocracy denotes a system of government where those who have knowledge, expertise or skills compose the governing body. In a technocracy decision makers would be selected based upon how highly knowledgeable they are, rather than how much political capital they hold.

Meritocracy

Meritocracy is a system of government or other organization wherein appointments are made and responsibilities assigned to individuals based upon demonstrated intelligence and ability (merit). Meritocracy itself is not a form of government, but rather an ideology or methodology for the appointment of individuals to government. Individuals appointed to a meritocracy are judged based upon certain merits which could range from intelligence to morality to general aptitude to specific knowledge. A criticism of this methodology is that "merit" itself is a highly subjective, vague term potentially lacking clarity allowing for potential misuse.
